Water accounting and reporting for the people who actually have to file it — small districts and individual water-right holders who are least able to pay a consultant to do the arithmetic.
Who it is for
Reporting obligations do not scale down. A small district faces broadly the same arithmetic and the same deadlines as a large one, without the staff or the budget that a large one uses to absorb them. The result is that the people with the least capacity carry the most proportional burden, and the usual answer — hire a consultant — is exactly the answer they cannot afford.
OpenH2O is the free side of the line. It is not a trial, a tier, or a lead magnet for something paid.
Free, open source, self-hostable
The source is open and the software is self-hostable, which matters more here than it does for most free tools. Compliance records outlive vendors. If a district is going to keep its accounting inside a piece of software, it should be able to run that software itself and read its own data without asking anyone's permission.
